Data Analytics Services provides Buyers the capability to analyse large volume of business data, transform the data into intelligence and insight, and deliver this intelligence and insight to their business processes and business users. Such a comprehensive Data Analytics Module allows the Buyer to customize notification of certain indicators that the Buyer is interested in to trigger activities/ actions.

The Buyer is seeking the capability to analyse large volume   of business data, transform the data into intelligence and insight, and deliver this intelligence and insight to the Buyers business processes and business users. Such a comprehensive  Data Analytics Module (hereinafter referred to as DAM) should allow the Buyer to customize notification of certain indicators that the Buyer is interested in to trigger activities/actions.
The buyers also expect the Service Providers to extract the data from all the local as well as geographically distributed data sources where it may be in different formats  transform it and prepare it for analytics, reporting, data mining and visualization. It should have provision for ad-hoc queries, self service analytics including slicing, dicing and drill down capabilities on different dimensions. The Service Providers are expected to build analytics framework composed of libraries, utilities, tools, distributed file systems for storing big data sets,  splitting them on commodity machines configured in cluster for parallel processing, high availability and reliability.

The analytics framework should allow the Buyers to create run time environment in both open source (R, Python, etc.)  and proprietary technologies for reporting, real time stream analysis, machine learning, image processing, web crawling, text processing, etc.  The analytics framework can be deployed in a traditional on-premise datacenter as well as in the cloud for ad-hoc queries pertaining to the module for quick access to real time information and allow users to put in parameter to view the data from different perspectives.

This system must  help to increase efficiency,  productivity and efficacy by providing  intelligent insights into the data to different types of stakeholders Data Analytics Services (DAS)

The Service Provider needs to provide a Big Data Analytics platform, exposing Business Intelligence and analytics as a service which delivers following functionalities to the buyers:

Provision to enrich the central Data repository and expose the data securely to various stakeholders.

Virtual Machine (Compute)

Virtual Machines (VM) provide the basic IT Infrastructure that can be used by the Government Organizations to run their variety of workloads such as compute-intensive workload, memory-intensive workload, general-purpose workload, etc. All Virtual Machine packages, listed below, are Managed Virtual Machines. CSPs are required to list their prices on GeM platform keeping this in mind.  These VMs will be provided with following mandatory inclusions without any extra cost. This service can be used by the Government Organizations to access the virtualized servers offered by the Cloud Service Providers.

· Scalable Storage Capacity is provisioned as per requirements and availability of resources

· Create and Assign storage LUNs over the SAN to the managed server

This service provides Office coverage for desktop, laptop, tablets and smart phones (Android, iOS and Windows) with per user subscription install rights. There is no need to pay for version upgrades; updates are included in the subscription along with new features roll out regularly.

Product Maintenance Service

The scope of Product Maintenance Service covers upkeep & smooth working of the equipment within the user department. Service provider shall deploy trained, experienced and competent technical personnel for carrying out required Preventive Maintenance for the equipment as per bench marked maintenance practices / OEM manuals and to Provide and maintain proper & efficient engineering services.

Networking and Data Center Specialists

Networking and Data Centre Specialists facilitates the hiring of Agencies to provide resources for high level consultancy and other IT related solutions.
The scope of “IT Professional Outsourcing Services” is to provide specified number of IT professional manpower resources with requisite and prescribed qualifications and experience, to function and perform as per agreed terms and conditions.
Based on a performance based approach for engaging the Service Provider to deploy Professional resources, on a man month basis,
Buyer shall provide all details and information needed on line and use appropriate filters enabled on line for this service.
An indicative list of activities that resources of Service Providers will be required to undertake are as follows:
1) Design and Development of application S/W

4) Test case preparation and testing of the application software.

6) Carry out maintenance, feature up-gradation and support of application software post completion of project.

Architecture of the solution
(a) The performance and discipline of the resources provided by the bidder should be ensured by the Service Provider.
(b) Regular progress reporting and review of the same with the concerned Project coordinator will be an integral part of the responsibility of the Service Provider.
(c)Timely production of quality output will be an overarching responsibility of the Service Provider.
(d)The Project plan including scope of work, job requirements, time lines and resource requirements shall be finalised by the concerned Buyer Department. These resources shall be engaged as per the requirements of the project.

Broad Scope
Broad scope of the Service is as follows:
Capacity building aimed at enhancing overall output and efficiency of the Organisation and its resources, would include activities like design and customization of training modules to actual conduct of Training, certifying Master trainers, bundle a Product(s) offer with onsite training /skilling support, Core Sectoral Skilling and its up gradation.
Project Management would cover all or any activity including initiating, planning, executing, controlling, and closing the work of the Project (its team) to achieve specific goals and meet specific success criteria at the specified time. Setting up of a PMU, it operations (including Sourcing) and Management to deliver on agreed outcomes and performance will be central to this Service.
Programme Management where multiple projects would be involved would focus on supporting the Owner (Buyer) in Supervision , Monitoring and Review of Project(s) implementation.
Consultancy/Advisory provided for conceptualizing, designing including taking up Proof Of Concept (PoC) exercise across products and sectors. Such advisory would include Pre and Post implementation analysis and assessment of Projects, Draft documents like Vision, Strategy, Approach, DPRs etc.
Project Implementation refers actual implementation including assaying SI role in IT leveraged Projects will be covered under this track. Typically would involve setting up of an onsite Project team and its management to deliver on agreed outcomes and performance.

Managed Database as a Service (Advance)

Database as a Service is a managed service offering by the Cloud Service Providers wherein in operating system and all low level components such as drivers, I/O, network, etc. are managed and optimized by the Cloud Service Providers. All objects created using “Database as a Service” are transparent to the underlying operating system. Activities such as OS management, antivirus, encryption, hardening, etc. are included under this service. Automated failover, backup & recovery, isolation & security, scaling, automated patching, advanced monitoring, and routine maintenance are responsibilities of the CSP. Each database as a service will be offered by the Cloud Service Providers with a minimum storage inclusion of 50 GB HDD or 50 GB SSD. CSPs shall be required to provide a transparent view of the database activities managed by them.
